Membership is open to corporate bodies and individuals.
The four categories of membership are as follows:

Institutional Membership > see lists
This category of membership is open to all public corporations formed by the government and legally constituted entities.

Associate Membership > see lists
This category of membership is open to lawfully established firms of environmental consultants operating in Malaysia. Associate members can enjoy all the privileges of members except that they may not vote or stand for election for any position at any general meetings. However, they may be co-opted to serve on the Executive Committee or any committees appointed by the Council or the Executive Committee.

Individual Membership > see lists
This category of membership is open to all individuals whose activities fall within the objectives of the Council.

Honorary Membership > see lists
This category of membership is conferred to distinguished persons who have made substantial contributions to the field of sustainable development or who have rendered outstanding services to the Council. The membership of an Honorary Member is non-transferable and will cease upon the death of the Honorary Member.

All applications for membership of the Council is upon the invitation of the Executive Committee, who shall determine the invitee’s eligibility and whose decision shall be final.

Currently BCSDM has 49 Institutional, 4 Associate, 26 Individual and 2 Honorary members. The Director General of the Department of Environment is an Ex-officio member of the Executive Committee.
